Global Green USA has released the final report Making Affordable Housing Truly Affordable: Advancing Tax Credit Incentives for Green Building and Healthier Communities. The report provides an analysis of the types of green building criteria that are included in 2004 and 2005 state qualified allocation plans (QAPs) for low-income housing tax credits. Also included is a rating of the fifty states performance in terms of incorporating green strategies, suggested minimum green building criteria, and recommended best practices.
The effort to promote green building through tax credit policy is quickly picking up steam. Global Green worked with developers and officials in California to complete a substantial upgrade to the sustainable building criteria in the 2006 CA QAP and, in a recent memo, Enterprise recently identified 15 states that have added new green criteria to their 2006 QAPs, including New Jersey, Georgia, Ohio, and Virginia.
