California Energy Commission Emerging Renewables Program (www.consumerenergycenter.org/erprebate/program.html) provides rebates to consumers who install qualifying renewable energy systems. Financial incentive varies according to the system size, technology and installation method. Residents are eligible for a rebate of $4 per watt-AC up to a $12,000 maximum for a 3 kilowatt system. Commercial customers are eligible for a rebate of $2 per watt-AC up to $50,000 maximum for a 25 kilowatt system. Nonprofit and institutional customers who are not eligible for federal tax credits are eligible for a $4 per watt rebate up to a $40,000 maximum for a 10 kilowatt system. The LightWash program is implemented by Energy Solutions, a resource efficiency firm based on Oakland, CA, under the auspices of the California Public Utilities Commission. By working with participating water utilities, the program offers combined energy and water conservation rebates of up to $450 on a wide selection of high efficiency commercial clothes washers. Rebates are offered for qualifying washers that are installed in eligible multi-family and institutional common area laundry facilities, businesses with on-premise laundry, and coin laundry stores (e.g. Laundromats). Marin's BEST: Building Energy Efficient Structures Today (www.co.marin.ca.us/depts/CD/main/comdev/advance/BEST/incentive.cfm), Energy Incentive Program provides for waiver of the Title 24 energy fee, fast-track permit processing, design review waiver and over-the-counter permit processing for most solar installations for existing buildings. A project must fulfill one of the following three requirements: (1) exceed Title 24 requirements by 10%, or (2) meet the criteria in the checklist designed for the project category, or (3) install an on-site renewable energy system that produces a minimum of 75% of the annual energy use for the building and site amenities.
